On Nov 5, 2013 the Commodity Futures & Trading Commission (CFTC) proposed new speculative positions to conform to the Wall Street Transparency & Accountability Act of 2010 (“Dodd-Frank Act”). The Proposed Rules were issued in the “Federal Register” on Dec 12, 2013 for public comment, with comments due by Feb 10, 2014.
